The usefullness (or possibly ethics) of this patch is probably contested, but I thought I would submit it anyway.

sv_minRate puts a floor on the network rate setting in the same way sv_maxRate puts on the ceiling.  It is useful for larger Tremulous 1.1.0 servers since nobody seems to know how to set their rate up from the default of 3000 which can make a server with > ~16 players pretty annoying.

The caveat is that if you set sv_minRate higher than what the client can actually handle, they will 999 immediately with no indication of what's going on.  For that reason, this patch will likely meet some distain from modem users.
