I don't understand why you closed a blocker report.

The game is frozen on Windows. 

Window starts, appears to be loading the game and then stays there doing
nothing, not even the splash screen.

In future if a bug report is closed and you don't agree with it, make a comment on the bug to that effect or reopen it. Don't just open another one.
