Proposed /builder enhancement

Attached patch add the /builder command to show who built a structure.

If the player does not have buildlog permission, they can only see the name of the builder for structures owned by their team. Spectators can see who built any structure.

If the player has buildlog permission, that can see the builder of any structure and they see the corresponding buildlog id number.
