On removing all icon themes on my system for a test I have noticed that existing windows have automatically redrawn their icons to some default/fallback ones. But reinstalling the removed icon themes has redrawn the icons to the correct ones only for a few windows. For example I have seen an opened instance of PCManFM getting redrawn its correct icon while an opened instance of Firefox and LXTerminal has not.

Unfortunately the icons come from the apps, openbox reads the hint they provide with the image in it. So you'd have to fix this in the misbehaving apps.

I thought Openbox does reread the images if the icon theme changes. Or maybe there is an application between Openbox and the applications refreshing the icon themes, possibly LXSession or so.

I'm not sure how it's implemented in apps, probably they are listening to the gnome-settings-daemon or equivalent. They provide a hint to openbox that is actually an icon, and openbox shows that. Openbox isn't parsing icon files for window icons (it only does that for menus).
