If frequency scaling is enabled and is set to the ondemand governor I have most
of the time ~47fps or lower with settings set to default. In the nVidia-logo
intro it rises to my vsynced 85fps and stands there till I klick on a field in
the menu (settings for an example).

Turning frequency scaling off or setting it to the performance governor solves
this, but to switch between the governor

This is not a bug in ut2004.
