For full keyboadr-control, it is necessary to be able to cycle to docks/panels.  Currently, <Alt-Tab> skips these.

This patch adds a <docks> bool to the cycle commands so that, e.g., the 'default' Gnome <Ctrl-Alt-Tab> binding can be used to cycle to active panels/docks.

This is in SVN now. It works for both normal and directional cycling.
