in Openbox 3.4 undecorated windows could take all vertical space when created. I.e. when I open my undecorated Firefox, it took all 1080 pixels of vertical space, because it saved this size for itself on exit. Same goes for every other app, that is able to save its own size on exit. Well, I just do not use decorations, as they are waste of space.

After upgrading to Openbox 3.5 undecorated windows that should take all vertical space are created with a gap, as if window header is instantly created and then removed.

Sounds like same underlying issue in bug #5179 which is fixed in git master.  If you can verify it works correctly with that change, it would be great.
