It's a behaviour adopter by most WM out there. The one used in Unity, the one used by Xubuntu and even the one used by Ms Windows... it's a HUGE economy on resources and on not-so-capable hardware it make things go smoother. Besides it's elegant. Maybe adding it as an option like metacity has.
