As noted on https://www.cendio.com/bugzilla/show_bug.cgi?id=5182, OpenBox currently does not support the EWMH attribute _NET_WM_FULLSCREEN_MONITORS: 

http://standards.freedesktop.org/wm-spec/1.5/ar01s06.html#idm140251367957040

This means that fullscreen applications can only use one monitor.

it seems this request is pretty stale. Implementing this one would really help to transform Raspbery Pi 4 into dual display Citrix thin client.

In the meantime it seems like switching window manager is the only solution?
