After applying the latest UT2003 patch (2126). My down arrow stopped
functioning. This is for menu navigation and player movement. I can program
movebackwards to any other key but "down". If I try to reenter
the down arrow in the control menu it takes it, but does not work.
The original install (2107) functions
no problem. (Opening menu navigation/player movement). 
I deleted ~/.ut2003, but problem persists.

Either I'm having a bad day, or there's a bug ;)

I'm running RedHat 8.0.

i can confirm this. same thing happens here. i've got the down arrow bound to 
backwards (i don't actually use it there, i use esdf personally) and it 
refuses to perform its action as well. no errors in the logs that i can see 
either.
